Navigating Law and Order Challenges in Goroka and Papua New Guinea

THE town of Goroka, within Papua New Guinea’s Eastern Highlands Province (EHP), is currently facing escalating law and order issues that reflect broader challenges across the nation. Goroka, known for its tranquility and natural beauty, has recently seen a surge in criminal activities, prompting concerns among residents and stakeholders alike. According to Joe Wemin, LM, from the University of Goroka, the peace and stability of Goroka have been disrupted by a notable increase in lawlessness, unsettling staff, students, and clients of key state institutions and Non-Governmental Organizations (NGOs) in the region.


This disruption is not unique to Goroka; it mirrors a larger trend seen across Papua New Guinea, where law and order problems hinder the effectiveness of development initiatives and impact people’s lives.

In PNG, the interplay between development projects and law enforcement is critical. Without adequate peace and order, the impact of government-led development initiatives remains severely compromised. Economic opportunities, especially for young men, are scarce, leading to increased lawlessness fueled by unemployment and disenfranchisement. This lack of sustainable activities for the youth has been exacerbated by the historical neglect of successive governments, perpetuating a cycle of social unrest.

To address these complex challenges, the PNG government is pursuing governance reforms and economic recovery strategies. However, the success of these efforts hinges on concurrently tackling law and order issues that undermine development objectives. The urgent need to bolster security and governance is evident across various provinces, including Goroka.

Innovative solutions are emerging, such as the proposal to recruit local youth, particularly school leavers, for police training. This approach aims to enhance law enforcement capabilities by leveraging local knowledge and fostering community engagement. Integrating police costs into provincial and district budgets could ensure sustained funding for policing efforts, enhancing long-term security outcomes.

The collaborative efforts of government institutions, NGOs, and local stakeholders are crucial in navigating these challenges.
